Gee Sam: explaining a cartoon is like explaining a joke. When you have to explain it, it's not funny anymore, is it (as far as this cartoon was that funny at all to begin with)? But let me help you: do some searching on the net for Jean-Luc Dehaene and I'm sure you'll be able to work it out. It's a bit like the Sharon & Strokes cartoon (about which some people asked me similar questions): if you have no idea what albums the Strokes have released, well... I guess that's the difficult life of an artist (ahum ;-D )...
